Opening the Control Panel:

Option 1: On the desktop,
Right-Click on My Computer
Click Explore
Click Control Panel

Option 2: On the Startbar
Click Start
Click Settings
Click Control Panel

To find out if your are administrator or not:
Go to the Control Panel
Click on User Accounts
A new window will display all accounts for this computer. Under your user name it will indicate if you are an administrator or not.
